The previous commit used 14.43, which regressed codegen for ARM64 leading to instant crash.

Adds build for OpenSSL 3.0.16 without uplink.

This means that applink.c no longer needs to be linked into the host executable.
The file remains for now so that builds don't break, but it will have no effect.
