Adds two Notable fixes entries for the upcoming 1.139 release: account-policy restrictions not being honored by the Agents window (microsoft/vscode#336968), and enterprise-managed OTel configuration in the Local harness (microsoft/vscode#336701). Preserves the author's manually edited wording for both entries.
Targets
vnext, preserving its existing release-note structure and first-pass text. Both fixes are inrelease/1.139and the published 1.139 Insiders build; this does not claim a shipped Stable 1.139 release. Review and a new signed-head approval are still required.
