Fixup to #10426 . Live demo here.

This PR makes adjustments to the Github issue templates:

  • I renamed "Steps to reproduce" to "Problem description & steps to reproduce". The intent I have behind the issue templates is that users are first asked for information such as the commit and hardware setup in a structured way. That information is then put at the top of the issue with a free-form problem description afterwards (so that maintainers can quickly scan whether the problem is relevant to them and users don't have to repeat themselves).
  • I made "GGML backends" mandatory for compilation and model evaluation bugs.
  • I made most of the fields for miscellaneous bugs non-mandatory.
