Are Public WiFi Operators Solving a Social Problem or Creating a Legal One? Examining Uganda's UCC Crackdown, Telecommunications Licensing, Internet Access, Consumer Protection, and Regulatory Reform On 17 July, UCC suspended enforcement action against unlicensed hotspot operators, following a meeting between UCC Executive Director Nyombi Thembo and the Alliance of Hotspot Operators Uganda (AHOU). Thembo directed UCC teams to halt enforcement during a consultation period, describing it as time to “engage, learn, and co-create a realistic path to compliance.” The 7 July notice has not been withdrawn and remains formally in force. UCC has since launched a technical study, with AHOU members working alongside UCC engineers on network architecture and billing systems, to inform future regulation. 𝐌𝐚𝐮𝐫𝐢𝐭𝐚𝐧𝐢𝐚 𝐏𝐮𝐬𝐡𝐞𝐬 𝐈𝐏𝐯𝟔 𝐀𝐝𝐨𝐩𝐭𝐢𝐨𝐧 𝐀𝐥𝐨𝐧𝐠𝐬𝐢𝐝𝐞 𝟓𝐆 𝐑𝐨𝐥𝐥𝐨𝐮𝐭 Mauritania’s national IPv6 transition committee met last week to review the country’s progress and identify measures needed to speed up adoption of the protocol. The meeting was chaired by Ahmed Salem Ould Bede, minister of digital transformation and administrative modernization. The government aims to raise IPv6 adoption to 25% by the end of 2026, as the country rolls out 5G.

On 31 July, the European Commission announced a new strategy to strengthen Europe's technological sovereignty, including greater support for open source software and digital infrastructure. At the same time, it continues to pursue Chat Control proposals and interim communications scanning measures that many privacy advocates argue could expand communications monitoring and weaken end-to-end privacy. Supporting open source while expanding communications monitoring sends mixed signals about the future of digital sovereignty. Open source and digital sovereignty are more than funding priorities. They require infrastructure that is transparent, resilient, and not dependent on a handful of centralized providers. At the 7th ATU Conference of Plenipotentiaries (CPL-26) in Abuja, AFRINIC Board Chairman Prof. Adewole Adedokun called on African governments to work more closely with AFRINIC by supporting IPv6 readiness, strengthening Internet governance, and advancing secure Internet infrastructure. A Recap of the Launch of the Broadband and Digital Skills for Municipalities Programme From 13–17 April 2026, municipal councillors and officials from across the North West Province gathered in Mahikeng for the first leg of the Broadband and Digital Skills for Municipalities Programme, strengthening their understanding of broadband infrastructure, digital governance, cybersecurity, and digital transformation within local government. The programme created a valuable space for learning, collaboration, and the exchange of ideas, with participants exploring how digital technologies can support more effective service delivery and improved outcomes for communities. In this highlights video, programme facilitators and partners reflect on some of the key themes that emerged during the week and the importance of building digital capacity and enhancing digital transformation within municipalities.
