node_last_changed() got removed, but there are still methods on NodeInterface() you can use:
Before
$changed_time = node_last_changed($node->id());
After
$node = \Drupal::entityManager()->getStorage('node')->loadUnchanged($nid);
$changed_time = $node->getChangedTimeAcrossTranslations();
