The problem appears to be that almost all voices are 32-bit. On a 64-bit machine SimpleTTSReader runs as a 64-bit EXE and is unable to load these voices. I recompiled the source, changing the setting Project Properties > Build > Platform Target = x86, and it now finds all voices on the machine.<br />
