The lastest source code from CVS fails to compile under
MinGW because the header files <netdb.h>,
<netinet/in.h> and <arpa/inet.h> are missing.

In addition, the binaries in src/util/ fails during
linking because of incorrect library ordering on
command line.

The attached patch fixes these two problems and allow
compilation under MinGW.
