OpenApiReader v1.1.0-preview.4 no longer throws OpenApiUnsupportedSpecVersionException when trying to read an unsupported version document

When reading below document via OpenApiStringReader, it no longer throws OpenApiUnsupportedSpecVersionException exception with v1.1.0-preview.4, it used to be thrown with v1.0.0 is there a reason why this behavior was changed.

That wasn't intentional. I believe there was a change to the behavior when the version wasn't present, but the above example should not have changed.
