Refactor paths/location/endpoints under `google.cloud.pubsublite.types`

Not strictly required. 

If not refactored, surface the classes in 
- `google.cloud.pubsublite.location`
- `google.cloud.pubsublite.paths`
- `google.cloud.pubsublite.endpoints`

in the documentation by modifying `./docs`.
