Poll trigger_active_list every round so remaining draw count comes
from the server instead of a single snapshot. activeDrawTimes is now
only a loop safety cap.

- fix TDZ ReferenceError in draw(): `const data = JSON.parse(data)`
  shadowed the callback parameter and threw before initialization
- retry on rate-limit responses (请勿重复提交) with backoff instead of
  aborting the loop; raise the inter-draw gap from 800ms to 3s
- always include draw results in the notification body, including the
  already-signed-in branch
