If your notes sync through iCloud, downloads stall when iCloud or device storage is full or the device is in Low Power Mode, so free some space and keep the device charged and connected while it catches up, and do not turn sync off while it is running. If you use Notability Cloud, notes reach the web app, Windows, Android, and your other Apple devices only when every device is signed in to the same account, so check that each device shows the same account email at the top of Settings. A device still on iCloud is invisible to the others.
