#510 Turkish.nlf is encoded using UTF-8
I change from 2.12 to 2.19 and seems on 2.19 there is
character issue with turkish language file
Setup were ok on 2.12 but now on 2.19 I have strange
characters - I tested on turkish XP sp2 and some
characters are not good on 2.19 whereas there were ok
on 2.12
I saw there was a translation update for turkish but I
think something was broken during the update.
even if I am not turkish I see the issue.

The file we got as a patch was saved as UTF-8 instead of
ANSI. I've converted and uploaded a new version. Thanks.
