[Jprogramming] jqt and qt addon updated

jqt has been updated to 1.0.24 and qt addon to 1.0.143, these
two versions must be used together.  install'jqt' inside
jconsole will update both of them at the same time.

For those installed by windows installer, either using the
install'jqt' or installing the updated installer will
both work.

For android, if wd cannot run, type 

  dver''

and exit to force decompressing of J scripts.

download page
