Can J be said to have "standalone executables creation support"?

Wikipedia uncompromisingly states No...

AFAIK this is true of J7 (which strictly speaking is what the
Wilipedia entry is confined to). But J602 supports their creation, via
Project Manager. Are we to say that support has officially been
withdrawn in J701?
