[Jprogramming] start jhs as a window service

Installed Innosetup, but it fails on the following line:

Source: "instsrv.exe"; DestDir: {app}\tools; Flags: onlyifdoesntexist

It could not find this file. I have Windows 7 64 bits (if that is useful
information).
