I found the error that caused that.  ~system/examples/appdist/appdist.ijs
has a line that says

allowedpaths=: jhostpath each '~bin\';'~system\';'~tools\';'~addons';'~user\'

It should say

allowedpaths=: jhostpath each
'~bin\';'~system\';'~tools\';'~addons\';'~user\'

Right?
