No, things are too complex for that.  Executing a modifier can produce 
any of the four parts of speech.  This is most obvious with the modifier 
: where 3 : 0, 3 : 1, 3 : 2, and 3 : 3 are all executed on the same line 
of the parsing table, but each produces a different part of speech.
