The other part you got right, but here you have a common
misunderstanding.

v"_  is NOT 'v with the rank changed to infinity'.  v"_ is
a new verb, whose rank is infinite; it applies v to cells
of its operand.

As an exercise, work out why you get the following result:

   0 1 2 ,"0"0 _ (3 4 5)
0 3
0 4
0 5

1 3
1 4
1 5

2 3
2 4
2 5
